When the woman witnessed them be swept away, she tried her best to rescue them on her own. She was not fast enough to catch them in time, however. Neither did she have the tools to open the grate.

She soon realized she could not save the puppies on her own, so she called the fire station. Luckily, they had the proper equipment and knew how to use them. They were glad she called them right away!
